Windows Server 2008 Adprep

I have a client who I recently upgraded from 2003 domain controllers to 2008 R2 domain controllers. The upgrade was successful, but now comes the upgrading 2008 R2 DCs to 2016 Standard. I was wondering if the following steps are correct and if any of the steps will cause an issue if I still have a couple of server 2003 boxes on the network. As long as the 03 servers are not domain controllers. You cannot proceed with the migration in you have a 2003 DC.5. Raising your DFL/FFL determines the lowest level DC you can have in your domain/forest. If you raise it to 2016 you can only have 2016+ domain controllers. You would not be able to promote any lower level DCs. Your DFL/FFL will not impact member servers.
